I recently had a GREAAAT time in Russia, played at ARMA 17 for the luvely Mixtura peeps. The club has such a great system and atmosphere, not to mention how friendly i thought the people were. Not sure about anywhere else but i can only speak of ARMA 17 in Moscow.. fantastic place, hopefully end up there in the future again... 8)

The 2 times I have been in Moscow has both been FANTASTIC, and people are super super super nice and friendly :)
