A good starting point for new producers:

Approach a:
start up a synth. Set up a recording and go nuts, just make all kinds of crazy noises, keep changing stuff, playing notes, screwing with the different parameters, all very quickly and constantly changing

Do that for awhile, until you've covered a lot of varied ground
save a wav/aiff... Take it into your waveform editor (if you're not there already) and select interesting little tiny clips, varying from a tiny fraction of a second to... well, use your own judgement. Save a bunch of these, then bring them into your production app and have some fun.

Approach b: similar, but instead of a synth, grab a minidisc portable recorder and a condenser mic. Go looking around for interesting sounds.. tv, video games and public.. (I had a lot of fun once with one of those talking crosswalks in town). Record it all and bring it back home and chop it up!
