I'm working on a budget, and I was wondering which of these Live 8 bundles would be best for production and DJing.

I've used both. Both are pretty good midi controllers. I think the Oxy fits your criteria of being ok for both a little better, with the keys being a little easier to use for production. I think you could do prod fine with a TF, but that does depend on how experienced you are, and/or how percussive your music is. The TF will be better for purely DJing I think.
Not really, keys will be easier to use to express musical ideas, pads can do this fine, but its more like playing drums, so its a little bit more abstract. I think the biggest difference will be pitch/modulation on the Oxy vs. the sliders on the TF. The are suited to different types of control. You can do the same things with them, its just about which is more comfortable to work with. In fact now that you mention dubstep, I'd say get the keys. You'll need the pitchbend.
