locked groove specs?

for a 33rpm side, are there any specifics re: including a locked groove? duration, bpm, etc?

does the length matter, beyond it being more than 1 measure? and does it basically depend on wether or not the plant offers this?

trying to get a v/a sampler together and would like a locked groove on each side as well
