theres no magic vst to make minimal basslines...and people might poke fun at you for asking such a thing...its almost warranted...just experiment with sh!t and do what sounds right to you
it's very important to understand, once for all, that there is no instrument "for making blah blah".
Minimal basslines can be made with synth, drum machines (experiment with low pitched toms), voice (experiment with low pitched voices) and so on.
with the same synth (waldorf microQ and Roland Juno 60) I make acid lines, bleeps, basslines, pads, quite everything. Techno, Dub, Minimal, whatever.
Focus on a couple of synth in order to get the most out of them, imho browsing between 1000 presets of 100 synths takes you away from the sound you are looking for, learn synth programming, it's no rocket science.
be sure to do a lot of work with the amp/ pitch/ filter envelopes to get a more refined sound if you should decide to use a low sine wave bass. well that's what i do at least.
