yep , a sequencer is all you need , the rest depends on creativity.
As for freaky low fi drumsounds, buy a cheap microphone and start hitting everything in your house, record it!! when you are finished with the house, go inside your car, work, the forest, the city, sportcenter!!! drop things , hit things, move things and record!!! put these sounds in you soft sequencer and you should be able (ton) to produce some far out beats with that!! :)

Old but still Gold

Use Recycle to slice (if you want to ) samples and with additional help from
Ableton Live 5(the fifth version is the best so far in sequencer software for Audio files) you can create miracles.

But the basic tool is in your head
