I'm trying to create those random vocal effects commonly heard in minimal tunes. Is there a method to doing this or is it just a case of looking through lots of samples for bits that sound good. For example are voewl sounds like 'e' 'a' 'o' etc better than others. Is there any websites where i can get speech samples to cut up? Are there any good plug ins or programs that chop samples into random stutters? And what effects sound good over these, reverbs/flange/phaser etc?

nothing special about that...get a minidisk recorder and record someone, or find accapellas and load them in your sample editor and chop manualy.
