How can i create this effect (that sampling build up/down kind of thing) during a dj set, like Martinez and/or Speedy J do?
Is this an effect in Traktor?

It's a delay. The free Mda Dubdealy Vst can do it. Not sure about Traktor as I'm a vinyl man.

On native instruments maschine you can do it with the grain stretch fx. I think that the fx on both maschine and traktor are more or less the same so check it out.
Edit: another simple way to do it: set up a delay with 1/32 as measures. Give it some feedback and then change the delay time on the fly, should sound the same.
Dubdelay would be ideal but isn't featured in traktor i guess. You can do some crazy stuff with the grain delay to if you play around with the size and density/space knobs, as long as you don't overdo it

I tried to get this effect with 'transpose stretch' in Traktor but imo it's not the same as 'Martinez's effect'
The ''Martinez's effect' sounds like a 'loop sampler' kind of thing... but i might be wrong.

Martinez played at one of our parties in Jan 2010 - he was using the built in effects on Traktor controlled with a A&H Zone 2d, i think. He was definitely using more than one effect at a time to get the swooshy delay sound. Therefore, I would experiment with a combination of delay + another effect, tweaking the parameters until you're happy.
