I guess you can count me as someone who doesn't like to hand out my e-mail address so I guess I won't be downloading.

I have a Bandcamp account and while it's been a little while since I uploaded something there I think you do have an option for letting people download .wav files.

I have to say if you are serious about making sample packs Bandcamp is a lousy way of distributing them. It is really gear towards tracks and not much else.

No problem, man.
I just use Bandcamp for publishing my tracks. Every once in a while I upload a sample pack I think people might actually find useful.
I know Bandcamp is not the best platform for it, but I think it's still a pretty good (free) compromise.
Simple as that.
