I really don't get, why to announce a record without any samples ?
It's just teasing, and i don't think Perlon need to do it in this way...

I think they must simply let Word & Sound as their distributor know a new Perlon comes out and subsequently the recordshops and RA pick up on that?

It's a distributor thing, Perlon has nothing to do with that. Probably wordandsound just has the info sheet but not the record and samples in their warehouse or office. Or maybe they have an agreement stating when they can upload the samples. Anyway it has happened a lot with many records from different labels, I used to check their site to see upcoming releases so I know it's not a Perlon thing.
