I think the D16 Fazortan sounds decent and is cheap. But for external hardware synths I still like my Boss Ph-1r phaser pedal.

^^^ What do you recommend flanging? I have never been very enamoured with the effect but perhaps I am not using it in the best possible way.

flange/phase can be good for adding depth to pads, definitely one of the easiest effects to overdo though
