Are we talking about sample packs or user-sampled sounds?
Samples of music by other artists?
It's all OK in my book.
If it's somebody else's music, either get permission or alter it with effects so the sound becomes your own.
As far as sample packs are concerned, I find it much more rewarding to hook up a drum machine or another sound source and make my own samples, but that's just my personal view. You can accomplish a lot with a cheap mic and a wave editor.

we could put here just 5 samples including perc and bass samples and the users of the forum would had to make a song or just a loop using only that samples..I'm sure that would appear much different feellings and grooves here.. so for me its not cheating..
