Why are police departments still using drug field tests?

The following things have triggered a false positive:

sage, chocolate chip cookies, motor oil, spearmint, Dr. Bronner's Magic Soap, tortilla dough, deodorant, billiards chalk, patchouli, flout, eucalyptus, breath mints, jolly ranchers, Krispy Kreme donut glaze, exposure to air, and loose-leaf tea.
Not to mention user error.
