Go for the TASCAM DR-05, wich is in the same price range of the H1. It has better build quality. If you can check the DR-07MKII, it's similar to the DR-05 but has adjustable microphones.

Do you have the midi in Reason?? I've had this kind of issue before... the problem was that the first note was placed before the loop/clip starts. Reason show this outside of clip notes in blue when you are editing the clip.
