For "Happy" minimal you can't go past Safety Scissors, or Herbert.

falko Brokspier (sp?) remix of sussholz by gabriel ananda on triebstoff is proably the happiest minimal track I've got... not amazingly chilled though...

the luciano album blind behaviour is pretty laid back...

and richard davis - details on kitty yo is nice, but more housey, a bit like swayzak...

Oh, and Matt Dear - Dog Days is a v happy tune, country and western sounding tech :oDD

I was only thinking the other day though that most of the minimal stuff I have is of the dark/moody variety... need to get some more smiley stuff

@ Gillsans - that mix you posted is nice mate. Very, very chilled and deep, quality late night music for the mind and soul. Leaves you feeling somehow at ease with the world. Thanks for that.
