Understand your point about standardised swing but a lot of the appeal of old drum machines is their unique swings. People want to use things like mpcs because they groove in a specific way. Since the forum was updated you can't search for old posts with the search function.

However if you search in google with

then your topic, old posts will come up.

Don't think those toms are pitched down in any way, just low tom samples.

Try looking for a tribal sample pack, will no doubt be full of toms like that.
