Understand your point about standardised swing but a lot of the appeal of old drum machines is their unique swings. People want to use things like mpcs because they groove in a specific way. Don't think those toms are pitched down in any way, just low tom samples.
Try looking for a tribal sample pack, will no doubt be full of toms like that.

Just wanted to know how people get their tracks to groove.
Swing quantize? Moving elements backwards/forwards? Velocities?
